Jessica DeLoach is an accomplished political and communications strategist who has built an impressive reputation as a sought-after analyst and commentator for national and international media outlets. Her keen insights and sharp analysis have earned her accolades, including being recognized by the Huffington Post as one of the top young television pundits in the country and being dubbed the "most seasoned millennial Democrat in American broadcast punditry."
Jessica has honed her skills and expertise through years of providing strategic messaging guidance to clients and organizations. She has managed statewide awareness campaigns for corporations and nonprofit agencies, provided critical guidance to political candidates and nonprofit leaders, and led the external affairs of a national network of pro-growth, progressive elected officials as the organization’s political director.
With extensive experience working on local, statewide, and federal campaigns in a variety of capacities, Jessica has previously overseen the political strategy and communications for a statewide Democratic party. Her proficiency in political communications is reinforced by a triple major in Political Science, Theater Arts, and Interdisciplinary Studies from the University of Arkansas at Little Rock, a Masters in Public Service from the University of Arkansas Clinton School of Public Service, and a Masters in Political Communications from American University.
Currently, Jessica serves as the Senior Communications Manager for the Partnership for Public Service, where she plays a crucial role in the organization's mission to build a more effective government for the American people. In this role, she oversees the Public Affairs Officers Roundtable for top federal communicators, serves as the communications lead on the Partnership’s Trust work, and assists with the development and implementation of strategic communication plans for key activities including signature programs and research for the Public Service Leadership Institute, Best Places to Work, and Call to Serve.

In my current role as the Senior Manager of Communications at the Partnership for Public Service, I lead the development and implementation of comprehensive written communications strategies that are utilized across the organization by various teams and that guide our communications efforts with external stakeholders. I also manage the Partnership’s roundtable for Assistant Secretaries of Public Affairs, which is a convening of the top communicators across the federal government, and am in the process of launching a new initiative to support former high-level federal communicators.
The essence of my role is to create opportunities through which my organization will remain positioned as the driving force generating public support of the federal workforce. I achieve this by executing on the following key responsibilities:
Planning cross-organization collaborations to develop communications and media strategies that guide our internal efforts and communicate our work to the general public
Identifying key media partners who can advance our reputation by sharing stories of our efforts
Generating briefings that empower our press team to strategically pitch key journalists and reporters
Managing kick-off meetings and tracking timelines/project plans through Asana
Stakeholder identification and cultivation
Representing the communications team in meetings with project sponsors
Developing marketing and media promotion plans for projects with external sponsors
Consistently seeking opportunities to enhance my project management, communications, and leadership skills
Providing guidance and supervising team members as needed
Project & Team Management
The projects that are currently in my portfolio reflect my proven ability to oversee complex communications initiatives from conception to execution. I achieve this by keeping my team’s communication’s efforts organized, coordinating cross-functional efforts across my organization, and delivering high-impact results. At present, I am responsible for managing the day-to-day communications coordination for several of my organization’s high-profile initiatives, including the Samuel J. Heyman Service to America Medals and the Best Places to Work in the Federal Government rankings. One project I am particularly proud was done in collaboration with the Washington Post over the fall of 2024. The Who Is Government series, featured stories by seven writers who set out to find “the essential public servant” and shine a light on the individuals behind the scenes responsible for some of the government’s most remarkable achievements. These essays will be published in book format in March 2025 by renowned author Michael Lewis.

politics & campaigns
I have held a variety of senior positions on federal, state, and local races. Most recently, I served as campaign manager of Anna Beth Gorman’s bid for Arkansas Secretary of State. In this role, I was responsible for the development and implementation of the overall campaign strategy and communications that led to a primary victory in May 2022. Prior to this, I served as chief of staff to Chasten Buttigieg on the Pete for America campaign, where I oversaw his communications, daily obligations, and served as the liaison to the campaign manager.
My experience also includes serving as the Senior Advisor and Director of Communications for the Democratic Party of Arkansas. In this role, I developed and implemented the strategic communications plan for the organization, generated earned media coverage through proactive planning and rapid response, crafted a variety of messaging documents (press releases, statements, media advisories, talking points, columns and remarks for party officials and surrogates), oversaw a comprehensive media tracking program, and advised the chair on all internal and external business related to day-to-day operations.

Over the course of my career, I have guided the media outreach efforts for a variety of nonprofit, for-profit and individual clients. This includes experience in pitching story ideas, facilitating interviews, crafting press releases, training spokespeople, hosting/planning press conferences, and actively monitoring the news landscape to identify opportunities for positive coverage. I have also provided rapid response and crisis communications support to political and nonprofit entities.
Strategic Messaging
Since 2013, I have served as a regular contributor to networks with national and international audiences, including BBC 5, Sky News, TRT World, Fox News, Fox Business, Newsmax, Spicer & Co., and more.
I began my work as a political commentator in Arkansas, where I served as the state’s top Democratic strategist and provided weekly on-air political analysis of local, state, and federal issues for Arkansas's NBC, ABC, and Fox affiliates. I also published weekly columns for various publications, including Talk Business & Politics, the Arkansas Democrat Gazette's Sync Magazine, and The Southwest Arkansas News. This content was frequently utilized as programming for the state's NPR affiliates.
